The too smart Cops thing ... I've heard stufflike that before. The job needs lots of trainingand a Town/City wants to save money by not dumping tons of time/moolah into a guy whoup and leaves a few years later. Same kinda thing about the ability to move up the ladder. Contra ... perhaps the local council is concerned that shmart cops will see through the drug war nonsense too easily and be rational, instead offollowing directions no matter how wasteful.
