Well, it doesn't have to be daggers, just throwing weapons that I could quickdraw.

If it doesn't have to be daggers, then the Gloves of Endless Javelins (MIC, p 194) is 100% what you want.  Free action activation to suppon a +1 javelin made of pure force. 

ZeroSpace definitely called it.

How big did you want the daggers to be? Technically, if he's wearing a coat, you could have "pockets" in the side, similar to the stitching seen on motorcycle jackets (which is usually about an inch apart-sometimes more) that could stash a dozen, six per side, within easy reach. A belt works too, much like a toolbelt, though they'd have to be able to swing (I expect you could have a gunslinger tie for the bottom to make sure they don't flop much).

I brainstormed on this a while ago for another system, which I had to physically justify (and I'm not a terribly large person)-granted we used a standard set of cutouts of stiff cardboard, but the width and length should be fine.

I think (it was a few years ago), we worked it out to ten in a trenchcoat (though the four in the back were a bit awkward)-placing them only at slightly above waist level, two per boot (three if you have one moulded so the hilt doesn't rub your calf/if you're wearing leather), two on each hip, one per wrist, two more on the upper arms, and four on the torso-for a guy this might be more. I didn't have access to a short thick jacket to test the side pockets/jacket, though on a slightly longer(think eighties leather) coat I had holes put into the pockets and the inside seam for the hem cuff and could stash four if needed (no, I didn't use them for that-I don't like purses and wanted more places to put things/pockets).

Speaking as a previous security guard, there are a ton of places to hide small objects, just getting to them easily is the issue.
I wouldn't always have to be right if so many people didn't insist on always being wrong.

Drawing a hidden weapon is a standard action. I would not even be able to attack, let alone attack 20+ times.

There's a spring loaded wristsheath for pathfinder that came out with the Adventurer's Armory-swift action to draw, costs 5gp. The quickdraw feat makes drawing a hidden weapon as a move action, you could tie the two together and make quickdraw+wristsheath=free action, but I think that gets into the territory of "do you really want your players to have that too?"

And if you're sliding the blades into outer pockets (as per the jacket suggestion-with the hilts exposed-they're not hidden weapons. You could just have a jacket and a vest, and a pair of bandoleers.

If you're talking standard throwing knives (which tend to be lighter and more slender), you could have four per side in the vest, six per bandoleer, (bringing you to twenty), and four per side in the jacket, with two on hips/wrists/whathaveyou.

Also-placing them along the arms, diagonal, hilts exposed for easy grasping.

Honestly, the only thing that keeps you from rigging a peice of clothing (hopefully of durable materials) to hold multiple throwing knives is access to a leatherworker/tailor, a suitable peice of clothing, and space limitations.

Obviously if you're talking about throwing around bowie knives/hunting knives you're going to run into space issues, but for game mechanics purposes there's no difference between a rondel dagger, a stiletto, a throwing knife and a hunting knife. They're pretty much all classified as daggers (for combat purposes)*. Reflavor as you like-but throwing knives range between four and six inches and are often rather narrow (about an inch across as a blade), with very small, minimal hilts. They're remarkably easy to carry in lots, especially if you don't have to worry about them rubbing you raw (worn over armor or leather-even canvas or boiled wool probably isn't going to cut it).

*yes you could classify the hunting knife as a "survival tool", and you could nitpick and put a limiter on size in order to do the appropriate damage-but that's GM fiat and just being difficult :P

Edit: and my apologies about the hidden thing, I'm used to the idea that the guy walking around bristling with knives openly is going to have some social interaction issues....but hey, it's legal to carry a sword around a modern city as long as it's visible*...so...

*did this one hallowe'en, police though it was funny I called to ask in the first place.

BTW. Is there anywhere a "throwing knife/dagger" that is specifically made with throwing it in mind (so it gives bonuses when thrown and maybe penalties when used as a melee weapon)? Or maybe I should just refluff shurikens?

Belt of many pouches is in Races of the Wild I think. It or the dagger thing I mentioned (infinite dagger I think MiC) or the glove of endless javelins should solve your problem.

Well according to the Sleight of Hand rules on the SRD.

Action is Standard to perform normal sleight of hand.

Options are:
Hide an object
Draw a hidden weapon
Steal an object
Entertain an audience(an exception to being a standard action, as it uses the Perform rules)

You can accelerate any of these options to a free action by taking a -20 on the check.
Everything is edible. Just that there are things only edible once per lifetime.

Agreed.  -20 to make it a move action? Bullshit.  -10 for a move and -20 for swift would have worked better.  Such are the PF rules though.

Dozens of daggers per round? Sounds like a really boring encounter for the players. If it's just one dozen daggers per round, then make them returning weapons. It's easy enough to store twelve daggers somewhere. Strap six to each arm and use the other arm to throw them.
