Why not just grab Summon Elemental Reserve Feat. Should let you spam all the Large Water elemental you want.

Its 1 feat, and it uses up 0 of your spells.

... but they have to be medium sized, posses some kind of "water powers" and be summonable/creatable in groups and quickly, within one round if possible.

It can actually summon a medium elemental. I'm probably taking this feat, but still need a way to summon more and quick.

Could i get a general description of your classes and what level this is for?

Im looking around for more, but for now what do you think about the Extract Water Elemental spell from spell compendium.

Gives you a nice damage spell, that makes a water elemental if you kill the target. So its not a totally wasted standard action.

Refluff Wall of Water to be a group of copies that stand shoulder to shoulder made of water. Would be nice with the duration.

Extract Water Elemental might be useful to this character, but not for this specific idea.
The "water clones" are supposed to be fighting separately of each other, so Wall of Water won't work, but I'll still probably use the spell in some other way. The character will be a water caster after all, so of course he'll use water spells.

You could refluff Evard's Black Tentacles.  Instead of "rubbery black tentacles" make them water clones.  Instead of grappling, they shoot a water hose doing 1d6+4 damage.

You could modify summon swarm.  Instead of a swarm, you get some water clones.  They simply move onto the same square as the target and force water up the nose, down the throat, crushing limbs, etc, automatically doing whatever damage a swarm would do.  (Don't bother trying to drown them - takes way too long)

Now you're talking flavor refitting. Which by default everyone should know they can do (and every DM should allow).

... Well shotting water without that grapple trait is a rela house rule vs flavor. So maybe no not really the same thing as reflavoring and more towards house rules.
