im my experience internet content is not restrictable by country. its only restrictable by desire. you can use a proxy or change your dns servers and hulu should open its doors to you.

Hulu isn't licensed to serve other countries and countermanding their restriction efforts to view the content is just as illegal as finding it on a file sharing site...

im not familiar w/ any 'international' authority. the UN isnt in that business. each country has its own laws. most companies have a legal presence in several countries. but not every country has reciprocal laws or enforces them.
As someone who works in the ad industry, actually, I disagree. You have to keep the approach fresh, trying new things, but it is by no means dying. Segments are phasing out, but it still rolls on as a whole.
