I think it depends. If your schtick is manipulating probability, then yeah, it'd basically be the entropomancy described in the book with various curses.

If you're more into reading probability, then it could go with either Ritual or Channeling. Ritual in particular would let you do short-term divinations based on your predictions, while Channeling would be the sort of stuff mentioned earlier, including your direct blast (which isn't an actual blast of fate-manipulating powers so much as it is incredibly rapid prediction and action to remarkable effect).

Alright, then let's go with the latter.  Channeling -> probability reading.  I think the High Concept shall be Statismagician, and the Trouble (of course) is Will Bet On Anything.  He likes Roulette the best, since he can read the probable fall and make bets while the wheel is spinning.

I'll work out more details soon.

I'm nearing completion, just working out the 3 phases.  Still haven't figured out the Rotes yet.

Well, entropomancy(Entropy = disorder; Entropomancy = fucking with the disorder to get the outcome you want) would be the proper term. But it only matters if you're talking to actual wizard types who'd know the difference at all.

Technically the -mancy suffix would indicate that you're making divinations with it, wouldn't it? Actual entropy manipulation would more properly fall under entropoturgy/entropolurgy, if I recall correctly, although only a very small handful of people are going to care about whether or not you used the correct suffix in place of the popular one.

Well, modern usage vs proper usage. But yes, you're right there.

EDIT: Though with Entropomancy, divining with the disorder might be pretty close to controlling it.

It's still workable; Phil had no idea that Lilly was the one making him the target of the vampires, or that Arsene had been the one to swap his packages.

Either way works, though.

Well, Leo is pretty much "fresh off the boat" when it comes to Europe. He really hasn't been there long, though he's apparently had a few adventures already. I suppose he could have spent time elsewhere in Europe, learning to master Geomancy or thaumaturgy from a different friend of his mentor's, and thus met up with everyone else there.

You did say back when you met Phil that he looked familiar. It's possible that you could have been involved in one of his delivery shenanigans.

As for Alexei, there were some vampires involved in Phil's play-by-mail chess delivery, weren't there? Although I imagine it gets a bit tiresome having the same thing happen each time.
