CR quandry

 I got into a discussion with a player today over the CR of a Kobold with NPC levels. He believes that the CR would be class level -3, is he right?

More or less... The CR is character level (not class level) -3. Check here under "Challenge Rating"

 For example a kobold Warrior 4 is Cr 1......

Under advancing monsters, the CR of NPC levels only count as half. Does the Kobold rule trump this? What is the CR of a Kobold Adept 16?

So a kobold adept is cr 13.........
