Is there anyway to build up a character who focuses entirely toward trying to become a "reaper" like a manifestation of death itself

What do you want to be able to do? A Necropolitan with a keen scythe could already call himself "death".

Level? Sources allowed?

Wild Reaper druid ACF? There's basically no way you won't have enough power to lay waste to the world.

Dread necromancer possibly, you get a martial weapon (scythe) a touch attack that drains the life from enemies, the ability to command the dead and eventually you turn into a skeletal monstrosity.

Not sure if the Entropic Reaper from Libris Mortis has an LA or not, but that is basically the steriotypical incarnation of Death.

I have all the books for 3.5e available but I'd rathe rleave out Tob MoI and ToM (too damn confusing for me)

and I was looking for someone who was still alive but had a very close brush with the power of death and through the use of a contingencied wish spell on a pendant. they absorb some of the essence of it, gaining a modicum of power with it.

But as a result: the person becomes possessed by a need to periodically end people.

and Wild Reaper? Where can I find that?

This plus the Tomb-Tainted Soul feat from Libris Mortis.

I am playing something very similar to that myself right now. I am a cleric and will go prc into 'pale servant of Azerot' which is basically the opposite of Pelor. We have our own pantheon and Azerot is my goddess.

My character is Necropolitan in a very city heavy campaign and here is my characters kinda story/limitations:

When people make deals with the devil or death, someone needs to collect those debts and thats what my guy does. He goes to the people that say they would give anything for their child to make it through childbirth if born sickly (this just happened in the game). Right in the middle of a session I get a note from the DM saying that my goddess has called me to go an collect this debt and basically I have to go out and death knell a town guard that made a deal with death.

The way it is rp'd is that the more frequent I 'collect' these debts, the more human in appearance I become. The longer I go without 'collecting' the more undead I appear and attention I draw.

as for the prc we are switching out some of the abilities so that I can use certain life absorbing spells (death knell, vamp touch, consumptive field as sla's) and I will also be getting spell stitched to do that.

Hmm well I was thinkin of using a Necropolitan or Lich actually

With a permanent "gentle repose" on them to make them look more or less alive after they get defeated by the PC's (since it's my game: I can do this right? have the lich transformation trigger upon the villian's death by the PC's? sort of like how a vampire spawn rises like 4 days afer burial sort of thing)

I'[m lookin to make a PC type that went to the dark side type of feel.  Using the powers gained from death to make their own "empire" or sorts.

Planar Shepherd of Dolurrh. 

He comes for you and takes you to Dolurrh where you eventually lose a save and become a shade.

What would be the Planar Wild Shape Form of a Planar Shepher of Dolurrh?

The only Magical Beast that could be from Dolurrh I think would be a Pack of Cranium Rats, since they kind of get everywhere in the Outer Planes?

He's just saying he doesn't want to get gypped on class abilities just because there are no magical beasts native to that plane.

Take my Red Wizard from Hell (tm).  Apply Alter Self to look undead.  Stylize staff to look like scythe.  Resume destroying planets.  Profit?  And for the record, you can simultaneously target every being on the planet, if you're wanting the 'I am death incarnate' thing (and less hassle than being a deity).
