Will Save vs. the World

I am looking for one of two things:
1) Will save of insane proportions, with only 15th level Psionics, and no items
2) A way to offset Wedded to History (Survivor)

The character this is for has Will saves set off of Int, if that matters.

For those that don't know, what Wedded to History (Survivor) does is let you make a Will save instead of a Fort or a Reflex, but if you choose to do so, all of your future Will saves for the day take a -1 penalty. This is cumulative. So if you've used it twice, the penalty is -2, nine times, the penalty is -9.

Can you use Tome of Battle material? Picking up the maneuver that lets you use a Concentration check instead of a Will save would let you take 15 by expending your psionic focus, and boost it a hell of a lot more easily (skills are easy to boost).

I'll already be going so with this character, but the limited use per battle is the issue.

Let's say this person were to deal with a 30-headed Red Dragon. This hypothetical Dragon has Recover Breath and Rapid Breath. It's breath DC is 104, dealing 24d10 damage, per head. He can change the damage type with spells.
You have a Reflex save of -15, but a Will save of +100, and the Wedded to History (Survivor).
You also have Imp. Evasion and Mettle. And the Pride Domain (Drought)

How would you, in that situation, make it so that you keep making the save?
