Sigil does have its own dangers but yea, you can get anything there. Just don't do anything to piss off the Lady of Pain...

It is my favorite PRC, mostly because the art is awesomesauce. :lol

It is also possible to get into the class at level 4 provided you have the right race/feats.

Asurin Cleric 3/Incarnate 1: Law and Incarnium Domains, spend a feat on Shape Soulmeld. and you meet all the prerequisites.

You could use totemist instead of incarnate, either works.

SRD says a 9th level spell costs 90gp x caster level. However:
 1. See spell description for additional costs. If the additional costsput the spell’s totalcost above 3,000 gp, that spell is notgenerally available.

The xp = 5gp each exceeds 3k sadly

Sure, it'd be what the temple has available and don't forget that juicy discount.
So let's go with 30 000 gp, and then the discount <= 3000 gp total cost.

You know what that means right?

There's 175 base classes in D&D, not counting prcs.
The city of Sigil has at least one 17th level NPC for each possible class combination.
This means the City of Sigil has 175^17 17th level NPCs, aka 1,354 at the order of 38.
The City of Doors has hundreds of millions of millions of millions of millions of millions of millions of 17th level NPCs.
And even more 18th level NPCs. And yet more 19th level NPCs. And let's not mention 200+ level NPCs.
Screw the Lady of Pain, I don't want to risk messing with that overzerg rush of high level NPCs!

So the bare bones build could be and easy
Cleric 3 / Incarnate or Totemist 3 / Sapphire Hierarch 1
and that implies a max of 2nd level spells.
But that'd be not so much a ~temple, instead a chapel.
Who knows wtf exactly a "temple" is.

It's not called the City of Doors for nothing. They don't have to actually be IN Sigil all the time. They just have to be quickly accessible from it (which considering that the back door to their shop could easily connect to another plane, isn't a problem).

But this whole thing seems like a huge sidetrack... /sigh. Can we just assume that, for the sake of argument, that somewhere, somehow, you can find a dude willing to sell you a Wish? If so, then you can Wish for magic items for half the market cost. That seems like a major rules-hole, and I'm amazed that I'd never heard anyone point it out before this thread... Anyone else amazed?

Not me, because by that reading it means the the biggest minds in the setting are nothing but submissive bitches that will appear as soon as you call them and gladly lick your feet for a few gold.

Notably Incarnium spellcasting, which is a bonus feat given by the Incarnium domain.

Thus Asurin Cleric 3/Totemist 1 with the Law and Incarnium domains has 3 essentia, take Shape Soulmeld and you can shape 3 soulmelds. All you need then are 4 ranks in two skills which is trivial.

In that case, you still can't because it only says class and level combination, prestige classes not included in Sigil.

Prestige Classes are still Classes... It does not specifically say Base Classes.
