So I was looking though Magic Of Incarnum
for the various usual reasons ; thumbing along.

In the Sapphire Hierarch entry on page 139,
there's descriptive text that includes something
rather ridiculous.  The temple built around the
Sapphire thingy, is staffed by other members of
the PrC.  They provide Spell Casting Services
for 10% of the usual cost.  WOW !!
And they'll provide it to your partymates.
This is: The Magic Marts of Magic Marts

Also you can check out a Magic Item from their
vaults, valued at 3000 * PrC level.  But it has to
be used for a "Mission" assigned by the org.
This is way over any 1/4 or so of WBL, for an item.

Any race, Cleric 1 / Incarnate 2 / Sapphire Hierarch 1+
Planning + Law, DMM Heighten and Extra Slot at level 3
(or other early entry Cleric 2s)
qualifies for the SH PrC and gets the totally
worst awesome 10 to 1 Magic Mart for everybody.

So, casting wish to make, say, a +10 sword would cost 21,000 xp.  The normal price for that wish spell is 106,530 gp.  (As an aside, has anyone noticed that before?)  A sapphire hierarch can get it for 10,653 gp.

doesn't it say somewhere that when an xp cost is involved, npc casters charge at least 1gp per xp or more, and many refuse to do so if there is an xp cost? or was that already included in that cost calculation?

It's 5 GP per XP, and it was counted in. I actually had to double-check his work because it looked too low.

The larger issue is securing a 19th level caster is difficult, as it is not guaranteed to find one.

Yes, but that is entirely a DM/plot imposed limitation, and has nothing to do with the rules. Per the rules, you can buy a +10 weapon for half price by paying someone to Wish for it. That means there is something really wrong with the rules...

And since this is based off of a formula, this same thing is going to happen for a lot of items, right?

SRD says a 9th level spell costs 90gp x caster level. However:
 1. See spell description for additional costs. If the additional costsput the spell’s totalcost above 3,000 gp, that spell is notgenerally available.

The xp = 5gp each exceeds 3k sadly

Actually, that's not exactly correct. See, by default metropolises do not have casters capable of casting 9s.

Or, in other words, your DM has to be nice for you to be able to purchase 9th level spells.

Pretty much, yeah. And you can get that done in Sigil even if the DM doesn't specifically insert 17th-level and greater casters in cities.

On p. 141 it has a Gather Information check of 20,
to find the 1 specific Temple.  That's do-able.


Since the super discount comes from the descriptive
text, not the class text, I'm gonna go on the assumption
that you have to deal with the 1 specific Temple. 
If so, the current temple has higher level leaders.
