Or you could use a WBL campaign where naked monster's don't have items. Tends to be less tolkien though, ie orcs are evil but not ravaging the countryside -- they are too afraid of the dragons who do and have oddly WBL-sized hoards.

Mmmm. At the moment, I think I've figured out what to do.


The campaign has two fronts, as it were: The adventuers, on one hand, making diplomatic agreements, smiting horrible monsters, and doing other adventurer-y things, and the battlefield, where Commanders fight to keep the Brood of Llymic from seizing another town, or city. The supply of gold and magic items for the war effort can be appropriated up the appropriate amount of WBL, or used to hire mercenaries, outfit troops, and the like. Giving the players who recieved too much an outlet for that cash has aided my campaign tremendously.
