Do you recall where you heard that?  I've never heard of any official rules where something worse than a miss happens on a natural 1 on an attack roll.

I recall a similar rule coming up in a discussion about Drunken Master.

Huh, interesting.  I can see why they did that (so a Drunken Master doesn't get too attached to a particular improvised weapon, blah blah blah), but it sets a lousy precedent.  Also, you could just hand the One Ring to a drunken master instead of trekking all the way to Mt Doom, and he'll have destroyed it for you within 2 minutes.

I think that's more a function of Unintended Consequences and not having an adequate, categorical definition of "Improvised Weapon" than anything.
