WHAT?!? Really?!?  :twitch I... I don't even know what to say...

Yeah, you can go the full monty on him, and I would. Personal demiplane + astral projection + Gate with a pumped up CL to call a Titan with Epic spellcasting and/or permanently enslave it somehow (Ice Assassin, similacrum of it Fused with your familiar, etc). The sky is literally the limit...

Are Leadership and the like banned? I mean, I'm assuming they are but it's worth making sure.

Also, would he be able to pay for craft contingent spells for himself, (or demiplanes, gates, and Titans with epic casting) if buffing time is unlimited?

Should probably try to nail down who is doing his buffing and how he is paying for it.

Yep, any amount of pre-combat buffs.
Just checkin' in to point out that the Mage Slayer tree - Pierce Magical Protection to be precise - only dispells everything granting an AC boost. The dispelling part is only useful in cases where you have allies without that feat. (Well, not ONLY, but...)

Don't forget to Shapechange into a Gloom. Combined with Nerveskitter, you'll go first and win. As in, I don't think it'll be possible for you to lose initiative. Especially if combined with a +1 Eager Warning Spiked Gauntlet, a Belt of Battle, Sandals of the Vagabond, and Ring of Anticipation.

Or, you could just place a contingent Time Stop(Or just celerity) to Nerveskitter. Laugh as it's literally impossible for you not to go first, screw initiative. Then, you can just gate something in, forcecage him, or really just do whatever.

The Sandals are CC. And I'm pretty sure at least some of that may be in the completes somewhere.

I really sincerely doubt he has a means of planar travel, or of resisting the negative effects of the Positive Energy Plane. Open a gate to the Positive Energy Plane, summon a guy with loads of strenght/polymorph into something with huge strenght, and bullrush him into the portal, and then close it.

It's like he's so beneath you, you don't even have to deal with him yourself, you just ban him somewhere he'll just not survive and go on with your life.

The problem with Gate-ing in a creature is that the fighter in this might have the competition set so that ol' Wizard doesn't have any spare XP.

Just, in general, assume that this guy is going to make the rules set up in as dickish of a way possible. Because he'll think that gives him a better chance.

He'd be sorta right too. By eliminating 20-30 of the 20,000,000,000 ways for him to loose, he's gotten a (slightly) better chance.

Extraordinary Spell Aim is Complete Adventurer.

He wants to pretend to be a 17th level Wizard with spell traps, AMF him.
Best part, said AMF does nothing to inhibit your buffs (including shapechange).

1.  Start with a nightmare via LPB, for Astral Projection and Etherealness at will.  Sure, you can cast those, but why bother, when you can get your cool fiery mount to do it for you with a much lower level spell?  Make an astral projection duplicate and keep both your original body and the silver cord well protected via Craft Contingent Spell.

2.  Get all the usual buff spells and contingencies necessary.  Layer what you can.  Go ahead and start by surrounding yourself with a Wind Wall, inside of which is a Prismatic Sphere, inside of which is an AMF (excluding you via Extraordinary Spell Aim), inside of which is an ethereal you, protected by every contingency and defensive spell you can think of.  (Some nice ones from Complete Mage include Energy Absorption, in case he finds a way to nuke you with his spell traps, and Karmic Retribution, so that he has to save or be stunned just for trying to attack you.)

3.  If you don't want to use Gate, then go ahead and Summon Elemental Monolith.  Direct it to sunder your enemy's bow or arrow quiver.  Then stand inside your Rainbow Magic Shell and laugh.

As I said contigency and craft contigent spell is one of the ways to kill him quickly...
A dozen or more save or dies hitting him all out at once  are sure to kill him.....

Do you really need Gate?

Extra Ordinary Spell Aimed AMF + Quickened Truestrike + [Empower/Maximize/w/e] Orb of PickOne. = +30+ Ranged Touch (15d6+) & save vs X.
Let him go first, watch his mundane arrow miss, walk up to him, removing all his magical benefits, shoot him in the face, then watch him whine about how unfair that was. Honestly, I'd shoot for this being your primary tactic just to piss him off (I'm evil) and load up on the other suggested options for back ups. A single Contingency and get you out of things if beating him at his own game fails.

All through, when you think about it. Him using bows is actually a handicap.
One of the biggest stop points for spellcaster offense is the Rod of Absorption. However, he uses bows which are two-handed weapons and the Rod must be held in your hand to benefit from it. Think about that for a moment...

He claims that you don't need it in your hand and even if you do he can quickdraw it as a free action.
