My big concern, with how he seems to be doing this, is his expenses. Since the only way to spell trap an arrow with 9th level spells is to use an actual spell trap, then each arrow needs its own trap. Thus he doesn't get the 1/50 cost per arrow trapped.
That, or he's going to completely ignore WBL, but I assume he's trying to cheat it, not ignore it.
To say nothing of the fact that such spells would have the minimum save DC. Disjunction has a minimum DC (the DC it would have as a trap) of 23. It is a Will save DC 23 to ignore it. Your Will should be quite a bit higher than that.
Speaking of the fact that he ignores miss chance, thanks to Seeking, whether or not that works against Mirror Image would be debatable (since it is not a miss %), but the fact that it specifies that you must still aim at the correct square means that things like the fog line of spells still FUBAR's him. Like how Solid Fog prevents ranged attacks.

Anywho, Wind Wall, Control Wind, Summon X spells (make him chew through fodder), Wall of X ('I ignore miss chance' means jack when there is no LoE, but with summons and Control Wind, you don't need LoE).
That, and of course, Disjoin him. All his magic gear and spell traps and whatnot, gone. You should have a DC for your spell higher than 23, and his Will shouldn't be as high as yours, to say nothing about how you have ways of lowering his save.
Actually... you could probably just TKO him with Time Stop + 5 x Delayed Cone of Cold. Or just use your Boom Box, because every Wizard should have one ready, just in case.
Hell, just majorly F*** with him. Grease his bow.

I would actually line up multiple of these in a paranoid setup, just in case he has multiple ways of getting around these. Like Solid Fog first, then he has to use a counter-ability to get rid of it. And you get to be able to see how he does so. Just remember that if he is at all competent, he's going to have Freedom of Movement, Mind Blank, Death Ward, and multiple other immunities / recovery methods. And if I were him, I'd be planning on using a Belt of Battle to increase my ability to act.
