How to make Dwarf with Outsider subtype

How can you get a Dwarf the outsider subtype using only feats, templates, and other things which are not class levels?

Outsider is a type, not a subtype.  Azerbloods (Dragon 350, p50) are +1 LA outsiders with “dwarven blood” as a racial ability.  What do you need it for?

A fun build. I considered Otherwordly, but that has racial restrictions. Azerbloods, however, look promising.

Isn't there a celestial-attended birth thing in Complete Divine or Champions of Valor that waives the racial/regional restriction?

Edit: Yeah, CoV page 22, in the regional backgrounds chapter. Have a celestial attend your birth, everyone will think you're special, and Otherworldly is available.

I can't remember the name right now, but there is a species of dwarf that is a native outsider and has a bunch of crafting bonuses.

It's more a trick for one of his friends, Wojab, who uses Tattooed Monk to turn into a Dwarven Ancestor. +18 NA and Large size fixes many of the Monk's weaknesses.

No racial class for Midgard Dwarf = corner case builds only  :(
