Looking for Fighting Naked People rules. Are there any?

I know once upon a time ago I had a DM who imposed penalties to the male characters if they were fighting naked female monks. They were just so enticing for our characters to watch sway and jiggle that we had -4 to everything (attack, saves, AC, etc). If you were playing a female, however, you might only have a -1 to everything because of the sheer shock of seeing someone degrade themselves like that to gain an advantage.

The reason I bring this up is in an upcoming adventure path, the PCs will be fighting topless mariliths, and their hair is up (as per the picture) so everything is shown. The group's split pretty evenly between men and women, and one of the PCs is playing a perverted gnome (go figure) and would likely be enthralled by this. So, is there some kind of rule somewhere? Maybe a template? I've got access to Enticing and Fascinating Gaze ones, although one's literally a gaze attack, and the other is more befitting of sirens (you're compelled to not attack and just walk closer to them).

WotC wouldn't publish anything along the lines of "penalties for a nude opponent."  Even the BoEF doesn't seem to have anything on this.

Enticing Creature (CR +1)
This creature has a supernatural lure that can cause nearly any creature to seek it out and become its victim. An enticing creature’s quick rules are the same as its rebuild rules.
Rebuild Rules: Special Attack attraction; Ability Scores +8 Cha.
Attraction (Su): The enticing creature can choose to emanate magical vibrations that attract living creatures within 100 feet and compel them to come toward it unless they succeed at a Will saving throw (DC 10 + 1/2 its Hit Dice + its Charisma modifier ).
Affected creatures feel elated and pleased to be near the enticing creature and desire to touch it. The compulsion to stay in the area or touch the enticing creature is overpowering, and victims will fight to follow their urges. Those affected will neither harm the enticing creature nor defend themselves against its attacks. If an unaffected character spends a full round shaking an affected one, the victim can attempt another saving throw. This can only be attempted once. A successful second save releases the creature from the enchantment, but it can be subject to the effect again as soon as 1d6 minutes later, even if it is no longer within the enticing creature’s range (unless the subject knows for certain the enticing creature is dead or destroyed). In such a case, the creature must make a third save. If this save fails, the affected creature attempts to return to the enticing creature. The compulsion lasts up to an hour.

With a modification such as that, I'd say you have all you need and then some, more or less.

But I am fairly certain there is no such template (or rule) that specifically does what you mentioned prior, and it sounds like an absolute house rule (given its so specific and the fact it carries qualities that the publishers have avoided really touching on). Provided you're DMing it, just invent the effect as you see fit and counterbalance it as normal.

The only problem I had with that template was it seemed more befitting of the sirens that brought so many sailors to their doom.

I'm DMing it, but I didn't want to overcompensate, or mismanage. Figured seeking council first would be the best strategy.

You are getting one, or at best two, saves against an ability that deprives you of your ability to defend yourself.
This grants the creature +8 Cha. That's a +4 to this ability, and most other SLA's and Su's.
For +1CR.

Putting this on a Succubus would grant a save DC of of 25. And cause her other abilities to be at DC 25, except Charm Monster, DC 26. At CR 8. So Save DC 25, or you lose.

Putting this on your Marilith, Save DC for attraction would be 29 at CR 18. This is reasonable.
This seems decent, because the creature you are putting it on is a brute-type who's already CR 17.
On creatures that are synergistic with this template, it overwhelms.

If you're just using it in your game, and only on these creatures, then its fine as-is.

In opinion it's kind of silly for nakedness giving some special bonus. At most I'd have it be a sexual attraction specific version of bardic fascinate.

Fascinating Creature (CR +1)
This creature is so unique and unusual that other creatures cannot help but stop and stare.
Rebuild Rules: Special Attacks fascinating gaze; Ability Scores Cha +4.
Fascinating Gaze (Su): Fascinated for 2d4 rounds, 30 feet, Will (DC 10 +1/2 the fascinating creature’s HD + its Charisma modifier).

The effects of nudity are vastly overrated amongst those who have never gotten laid.

I'm with Solo on this one. Especially for a disciplined adventurer, I can see nude opponents as being a momentary a startle, but not enough to throw them off their game, certainly no more than the demons, dragons, eldritch abominations, spirits of the dead, and so forth that they fight every day without batting an eyelash. Unless it's something like a Dryad, where it's an actual magical power, I wouldn't impose any penalties at all.

Besides, the stun of nudity only last for so long as it takes the fighter to realize where the vulnerable parts he was already staring at are.

Well, it depends on a variety of factors, ranging from how they are nude, cleanliness, posture, behavior, etc, etc.

Fighting someone who's naked? They have all sort of openings and such.

Fighting someone who's naked, really attractive, and coming on to you? When you've been in a high-stress environment, and you'd like to release some of that stress? (As you mentioned, one of your layer's character is a pervy git; take that into account.) Then you might not be so ready to stab that chick/dude in the gizzard.

These are warped Mariliths that Had something happen to cause this. Maybe some of Malconthets favored Succubi had been altered to be enticing in a supernatural way even if 'promoted' by the Abyss.
