Hello,
a) This is a bit of a long shot, as my memory tells me the answer to my question comes from a Dragon or Dungeon Magazine issue. But I seem to remember there being an item that granted the dodge or spring attack feats. I know about the mobility armor enhancement, that's not what I'm talking about.

b) Also, is there a way to get armor enhancements for someone who doesn't wear armor (like a monk). Are there some bracers that can be enhanced this way?

c) These questions are for a Water Ninja 10(Dragon 354)/ Weapon Master 10. I honestly can't stand the spring attack feat tree, so any suggestions on how to make it more attractive/powerful would be appreciated.

Check out Sword and Fist A&EG -- there's a side bar that explicitly encourages doing this with your Bracers of Armor (and even suggests bumping the cap from +8 to +13, but those extra +5 can only be used for adding extras)

Before I get too far in to this .... what is your wpn of choice for WM?

Manual of the winding way (Dungeon 117, p78) can permanently give dodge, mobility, or spring attack to the reader, but it's an artifact. 

The sidebar wotmaniac mentions is from Arms and Equipment Guide.  For arcane casters, thistledown padded armor (Races of the Wild) is another option.

There's a thread http://www.minmaxboards.com/index.php?topic=4099.msg55839#msg55839 that talks about items that grant feats.  None seem to grant dodge or spring attack, but the thread doesn't deal with Dragon or Dungeon magazine.

There's the Dragondex  http://www.aeolia.net/dragondex/
I see a "Ring of Dodging", in the article "Bazaar of the Bizarre: Tools of the Trade", which has a location of "256(92)" which I assume is issue 256, p92.  Don't know what it does, but it may grant the dodge feat.
I don't see anything for spring attack, but that could simply be because those words weren't in the title.

The 2nd level spell "Heroics" grants the use of 1 fighter feat.  Both dodge and spring attack are fighter feats.  Can you make a custom item?

The Lamia Belt soulmeld can grant Spring Attack, if you bind it to one of your chakras.  Though I forget which one.

Or just get FlyBy Attack, it is way better.

Thanks for the help guys, maybe I misremembered something. The AAEG tip was great. Concerning which weapon focus for the Weapon Master, I'm thinking the DMG kusarigama. I definitely want to have reach, I may or may not want to try TWF. I will be using the braid blade weapon from Dungeon Magazine (which attaches to braided hair) and on one weapon the Extending magic enhancement from Dragon Magazine (which increases reach +5 ft).

Thanks for the effort kitep, but issue 256 is Second Ed.

@Ithamar: I need spring attack as a prereq for Weapon Master.

IIRC, I think the guidance for pricing feat-granting items is 10k + 5-10k per prerequisite feat.

that's only because i haven't gone through them, i have few issues with materials wotc decrees official. i'm just slow and lazy when it comes to finishing up my handbooks. sigh.

Oh, I wasn't complaining.  I quite thankful you put the feet binding book together.  I just wanted to make sure the OP knew what was going on.

FWIW, my group usually ignores stuff from magazines anyway.

You could be a warforged and enchant your plating. As long as you don't take any feats that modify it, it doesn't count as wearing armor.
