I feel stupid. What is a range increment? When the SRD says "cumulative -2 penalty for each range increment beyond the normal range" and "ranged weapons can shoot up to ten range increments further than their listed range" does that mean someone with a Composite Longbow can try and shoot at 1000 feet away at a -20 to the shot?
I appreciate the logical, cool-headed responses and the lack of profanity displayed by our community.

You are right except it will be -18 because you don't get penalty in the first range increment (0-100ft is 0, 101-200 is -2 etc)

The range increment is the range noted for the weapon.  For example, a regular longbow has a range increment of 100 feet while a composite longbow has a range increment of 110 feet.

So using a composite longbow to shoot 1100 feet away would be a -18 since the first range increment has no penalty because that's its normal range.
