The handbook can be found here.

Discuss away, additions welcome.

Remember, if the effect allows a save, allows spell resistance, or incorporates a to-hit roll (ie: orb spells), then it does not belong here.

If the effect has a portion which does not allow a save, SR, or to-hit, then it is a welcome addition.

Isn't this already here?

apparently, but it didn't show up in various search results, so i ported it, removed some effects that were added by mistake, and added more effects that were missing entirely. whoops. ^^

Would be 100x better if you found locations of all the psionic powers. I cant find destiny's trail for the life of me

did you follow the link, download the file, and read it?

it's in my Master Psionics List file. ^^

keep in mind that my master list contains powers from every single source that WotC designates as official. iirc, destiniy's trail is from the official 3.x Planescape setting. see the list for details, all sources are listed there.

Yeh I looked at it, but most DM's would like an actual location for a power/spell/anything. I looked at the PDF, and then tried finding it online... Couldn't find it.

Why is Necrotic Bloat on the list?  The prerequisite to it's use is that the target failed a save against a necrotic cyst, thus it's not really no save.

What about regular black tentacles?  I don't see it but I see the warlock one.

I think there's a little pile of variants in Shining South that add pitiful elemental damage.  May be worth adding.

Warlock's Chilling Tentacles is no to-hit cold damage, + to hit tentacles. Black tentacles all need to-hit.
Assume that any rules statements I make are under full RAW.
Common sense, game balance, or an enjoyable experience need not apply.

"chilling fog" dragonfire adept greater invocation. it's like acid fog, but with cold instead of acid damage.

you are telling me you didn't look at the document on the other end of my link.

first off, my link is not to a pdf. it is to an odf or open office document.

second off, every source and setting for every power (all 700 odd) is listed in my spreadsheet.

what link are you looking at, if i may ask?

Kelgore's Grave Mist is an excellent vehicle for everything that kicks in once damage has been dealt. It deals 1d6 cold, no save, no SR, in a 20' area for rounds/lvl. It also automatically fatigues (SR can negate the fatigue part). I like it with Energy Substitution (lightning) and Born of Three Thunders.

Movement speed reduction is automatic, though.

I don't completely understand this list. It's obviously not just "anything without a roll to work" (no buffs, Identify, etc), and the title "Save or Just Suck" implies a certain kind of spell; but you also include things like Alarm.

EDIT: Also, you have Dispel Magic and some of its variants on the list. It's not an attack roll, but you also specifically list CL checks as something not to include.

Historically speaking, some when after
the very old wotc C.O. board figured out
CoDzilla and Batman Wizards etc ;

it was noticed that there were still piles and
piles of cleric + wizard spells, you could use
without needing any normal rolls + defenses. 
Auto success = joy !!

It's sorta a very early i.p. proofing thing.  Also a :
"you can't stop me, you can't hope to contain me".
