DnD 3.5e Diplomatic/rp centered game

Hello, I am planning on dming a 3.5e game based on a series of isles all at war with one another.  I have some more details fleshed out and just seeing who would be interested I have 4 players i know, who would be and I think I will set the max number of players at 10.

In regards to characters i am going to allow pretty much anything within reason, and the starting character level will be 5.

All books allowed? Dragon Mag? Homebrew (after being reviewed by you)? Yes, I will allow pretty much anything as long as you run it by me first or it is not completely brocken

Standard wealth by level? Average Wealth and max hit die for first then roll the rest

Pregame crafting allowed? Ehh i prefer not to have that but if you have a good reason for it I am open to it.

Alignment restrictions? Or just able to work in a team? Preferential if the team members know one another before the campaign starts?
No alignment restirictions, i am okay with inter party conflict just not all out from the start. You can have interlinking backstories or knowing each other before the campaign if you would like.

Point buy, rolling, or randomly generated stats?
Standard 4d6 take highest three for stats.

Flaws and traits allowed?
2 flaws 1 trait

How OP will the campaign be?
I am pretty flexible on the level of over powered of the characters but i would prefer the min/maxing be kept to a minimum since i am a relativley new DM

The main focus of the Campaign will be role playing.

How fast will experience come? Experience will come at  a higher then normal rate

Are there any restrictions to max amount of time between posts? No time restrictions.

You have been dispatched to a far away continent distraught with war and parrel, City states and empires are rising and falling all around. Shadows lurk in every corner and the gods are at play, and schemes are unfolding before your eyes.

Ehh there is more of a mercanary/warlord flavour, a dervish character could work
