Well, lets see... I'd go with... the one that bought three vials of Aboleth Mucus for 60 gp and put it in a sprayer for 14 gp so it doesn't miss. Now he only has to get inside 10 feet from the target and just keep spraying until the target fails the fortitude save. Maybe buy a flask of Atramen Oil to lower the target's fort save by -4 first for another 50 gp.

I guess my point is, you need to put more parameters on this. Is it a duel? Is it a hike across a swamp? Do I have to steal a gem from a tower? If this is a duel of hit points, the druid wins. If this is an attack on binary defenses, the wizard wins.

And if it is a competition on who's the best party member, I'd say they're pretty much on the same level.
