I'm trying to create an Arcanum flavored teck system inside a classic D&D 3.5 (ro maybe 4E) scenario to create a victorian age steamfantasy campaign.
I'd like to give my players some way to build stuff like "teslagun" without involving raw magic or IK mechanika/arcanika system and, also, a way to level magic and tecnology power.
thoughts?

It's not hard to do with skills.

Craft (Blacksmithing):
Building a Steam Engine is DC 20
Building the pipeworks around a Steam Engine is DC 15
Building any kind of gunpowder firearm is DC 18ish

Craft (Shipwright):
Building a zepplin or a steamboat is DC 15

Knowledge (Architecture and Engineering):
Understanding how a given steam engine works is DC 15

Adjust the above to be lower if you want these things to be more common, or higher if you want them to be more rare, but they should be at least DC 12, and if they're DC 25 and up then it's really not Steampunk anymore.

All you have to do is come up with what kind of steampunk gadgets you want to have in your setting and assign them weights and gold values.  Everything else takes care of itself via in-game mechanics.

If you're open to 3rd party, E.N. Publishing had a pretty good work up in their Steam & Steel book.
