Looking at the product blurb, it seems that the author is a novelist who's trying to emulate the feel but in a tabletop environment.
Additionally, looking at the table of contents, a good 450 pages are detailed to write-ups of city locations. Another 330 involve NPCs. The bestiary's another 110 pages or so.
NPCs who "feel real": The author has been a novelist and storyteller for more than 20 years. The backstory and secret motivations of any of the 59 multi-page-detailed NPCs could be its own adventure or adventure path.
The author seems aware that a lot of people might be turned off on this, mentioning that "quantity doesn't always equal quality of course," albeit saying this in a "by the numbers" listing of factions, NPCs, tables, maps, and other stuff.
I...well, I admire the dedication to his craft.
