28 point buy:

I would buy myself a donkey if I where this poor little weak sorcerer to carry the few things that ones need and are heavy. (tent and the like)

Just kidding.  A mule's a good idea.  Unless... lemme ask Shiki if she cares about carrying capacity.

EDIT: And remember, gear for small creatures weighs 1/4.

Dont even bother buying a Mule, Cmon, to be honest the Mule is obsolete.  You mind as well spend your money and buy a Hewards handy Haversack thats 2k gold easy unless you make it yourself which would cut that down a tad bit.  Yeah, if you were playing an Ultimate magus to combine sorc/Wizard, you could easily cut most of that stuff your buying in half if not more.  Because your making it yourself.

If you have issues to get around places, get a Wand of Phantom steed, that is the Second best summoned mount in the game speed wise, the best if the Phantom stag which is a Druid only spell unfortunately.

Anyways, I suggest you play to the weakling Kobold with the 6 str.  Then put those pts into Charisma.

Also suggest a Wand of Rope trick.  Believe it or not its the most useful spell early on to be used.  Sense if I remember the description correctly, you can have it last 8 hours at level 4, or perhaps its 4 hours I dont know.

I just know I hada character who was a Wand slinging Halfling, who was also a wizard and she used rope trick to keep overwatch to a lizardfolks nest.  She kept the outside clear for the rest of the group, quite easily.

Also, consider picking the spell ALTER SELF.  The speed modes of a White wyrmling dragon.  There land speed is 60ft, flight 150ft, they got swimming and burrowing.  You wont have teleport yet, even without it 150Ft and still capable of casting spells is seriously useful early on.

Or use one of your team mates as a mount if they can move faster then you :).

What is your sorcerers progressiion btw? once you reach level 6?

So as it turns out I don't have to worry about heavy stuff (at the moment, at least) since the game will be taking place at a school.  So booyah.

@Dawnmor -- some of those are good suggestions, but I just don't have the funds right now.  Poor student, you know? ;)  And I already have Alter Self on my spells known.  If I could find a feat which gave me Polymorph (it isn't on any of the bloodline lists) then I would have that already for early entry into Master Transmogrifist.

So this character is already in play? or what?, also I suggest looking into the Dragon Heart mage from Races of the Dragons.  Alot of people are against that PRC because its an 8/10 spell casting class but I like it because it allows you to use a Breath weapon attack using your spells when you have nothing but utility spells at your disposal or something, but it gives you a wider range of usefulness.

Shit, I just realized Master Transmogrifist won't allow the kobold to choose dragons as favored shapes...  I guess I'll go on to my second choice, which is Swiftblade.  Need to redo stuff.

Not into breath weapon goodness eh?.

Dragonheart mage is still my fav PRC for a Sorcerer.  Choose spells that debuff people, screw the monsters or whatever your fighting up so bad they cant do anything LOL.  Anything that stacks with dropping stats is just as good.  Ray of stupidity, Enfeeblement, exhaustion, Clumbsiness are all great spells for fraking things up even at low - high levels, but im not sure they are good spells for a sorcerer though.

Make sure your Dex is high and make sure you got an insanely awesome Charisma :P

A penalty can't lower a stat below 1.  You would need to take ability damage.  Watch out for those shadows. ;)

Actually, there is nothing in the rules, other than a specific limit for Ray of Enfeeblement and Escalating Enfeeblement (and possibly a few other specifics) that limit penalties like that.  I read the whole section of the Rules Compendium just to be sure, and indeed there is no standard limitation on penalties having to stop at 1.
