For invisibility itself...3 points
The psioncs have an ability that functions like invisibility (Cloud Mind), but only for one target. (like I am invisible, but only to you).

Why not instead of technology points, change it to psi-points?
#2:  The Second Principle dictates that some must be destroyed to improve the rest. When the Shadow becomes attuned to
this principle, it can benefit from the harm it inflicts. The Shadow regains 1d4 psi points for every 3 enemies destroyed or causes a significant setback to forces not considered an ally.

#3:  The Third Principle of perfection through victory is the ultimate goal of the Shadows. The Shadow regains 2d6 psi points whenever it conquers a significant bastion of order, such as a Vorlon-architected alliance or creation.

Perfect for campaigns with mass amounts of war, but will still work with smaller amounts of battle.  #2 is a minor victory, #3 is a bigger battle victory.

Vorlon:
When Phasing is activated,
the Vorlon can pass through objects freely, but the Vorlon
becomes solid again when phasing is deactivated.

Shadow:

Shadow Phasing allows the user to become intangible. Unlike
the Vorlon version, this technology is much more flexible. It
can be activated as an attack action and lasts until the Shadow
chooses to become tangible again. High-energy fields such
as power conduits can impede a Shadow’s movement, but it
can pass through barriers relatively easily. Becoming tangible
again is an attack action.

Vorlons take a full-turn action while Shadows can use up an attack action.  The Shadows are also invisible while they are phasing and my guess is Vorlons cannon move through wall of force, shadows...not so limited.

I like the first guy's idea, but the second guy's idea doesn't require house rules.  I think the Shadow would have the Burrowing Power feat.  :)

For Mature Shadow Body, they should have some form of resistance to scrying and anytime another creature would use Detect Thoughts (the spell or the power) needs to make a save or fall under the affect of a Brain Lock (always active)
