The idea is that if you have been sufficiently injured you are likely to be on medication that would impair judgement.  Same with severe illness.

Theoretically, the idea is that you cannot give consent if mentally you are, well, not able to give consent.  I'm pretty much in agreement on that aspect of their law, as long as it's not worded poorly so that the innocent regularly get convicted.  There should be a psychiatric expert on hand to give consultation in laws like this, and I know Finland has that for its entertainment rating committee (a group made up of child psychology experts).

Anyways, it seems like they are trying to legislate on the topic of "uniformed consent" and...uh...what's the phrase?  Like, being too drunk to consent or mentally unstable or socially unstable or whatnot.

It's a new outlet, I think an interview counts.

I'm posting this more because of the "oh, this guy is a monster" response for daring to give his opinion that you shouldn't throw minorities into a show just to have minorities. I'll admit, he did come off poorly saying so (he... did not pick the best phraseology), but he had something of a valid point.

(Quick, tl;Dr note (the first half of the interview is pretty inoffensive): he argues that it doesn't matter if some show was made by all guys, or all white people, or features a cast without minorities - it just matters if the show is good. Kids don't watch Dora the Explorer because she's Hispanic, they watch the show because she has adventures.)

Yeah, but later on he segues into 'if there's no reason to have non-white-males, why are you putting non-white-males in', which is problematic because it makes an assumption that this is the default, and anything else has to have a narrative reason for it. That you can't make characters female just because you feel like making them female, or that they can't be anything other than white because this requires a whole cultural exploration thing, thus stating that race = culture. It gets incredibly bad in that way.
